The discussion paper was created in 2011 for the Child Protection Section of UNICEF.
This discussion paper was prepared by Children’s Legal Centre (now Coram International at Coram Children’s Legal Centre) to facilitate the exchange of knowledge and to stimulate discussion. The paper examines the concept and definition of administrative detention, its use worldwide, the legal frameworks and procedures used by States to place children in administrative detention, the key provisions in international human rights law which limit the use of administrative detention, and the impact of administrative detention on children.
