In 2010, Kirsten Anderson conducted an evaluation of Azerbaijan's Diversion Centre and Legal Clinic in Baku.
The Diversion Centre and Legal Clinic was established as part of a 2007 reform aiming to develop and implement alternatives to custodial sentences for children, meeting international standards by using the deprivation of liberty only as a last resort. Research was conducted in April 2010, and both qualitative and quantitive data was used in the evaluation.
