In 2012, Coram Children's Legal Centre helped to create the Ministry of Constitutional and Legal Affairs' Five Year Strategy to reform juvenile justice in Tanzania.
The Five Year Strategy represented the first Tanzanian reform aimed at strengthening the justice system for children. Prior to this initiative, while children benefited from wider reforms taking place in the legal sector, there was a lack of recognition of children’s specific needs and vulnerabilities and a lack of capacity to respond. This Strategy aimed to reform juvenile justice to implement international standards, implement existing national standards, and ensure effective and coordinated reform.
The Strategy was informed by the results of earlier work, including a study on the juvenile justice system and a study on access to justice for children, on both of which Coram International worked.
